According to ads I've seen, these dolls were called, "Charleston Girl" by Manhattan Novelty and Gift Company or "The Parisienne" by Konroe Merchants or "Felt Doll M617" by Kindel and Graham. Collectors refer to these smokers as "Cubeb."
